Planning Board Minutes, May 13, 2013

A meeting of the Town of Hanson Planning Board was conducted on May 13, 2013 at the Hanson Town Hall, 542 Liberty Street, Hanson, MA.  Members present were Chairman Donald Ellis, Vice-Chairman Trish Glenn and Joseph Gamache.  
By motion made and seconded, the meeting was called to order at 7:00 PM.
John Buckley approached the Board to discuss property located on Pierce Avenue.  Mr. Buckley would like to subdivide the property to create a lot for a construction of a single family dwelling.  Mr. Buckley was advised to consult with the Zoning Enforcement Officer and possibly the Zoning Board of Appeals to determine the best lot configuration to meet his needs.   
 Mr. Christopher Bethoney, Jr. approached the Board to discuss an exemption regarding overhead electric power service at 9 Progress Waye, aka Lot 17 N (Brookside Estates).  Mr. Bethoney has requested a waiver from the requirements of underground utilities for one single family dwelling within the Brookside Estates subdivision identified as 9 Progress Way.  Mr. Bethoney stated that National Grid connected the utilities to an existing pole located at the entrance of the subdivision without his knowledge.  He further stated that a family is currently residing in a hotel in anticipation of a closing on the property.  Mr. Bethoney acknowledged that the plan requires the utilities be placed underground and respectfully requests relief for this one dwelling so that the family can close on the home and move out of the hotel.  Mr. Bethoney asked the Board to consider allowing him to make a contribution to the Town of Hanson sidewalk fund or to the food bank in the name of the Planning Board.
After some discussion, a motion was made by Trish Glenn and seconded by Joe Gamache to grant the requested relief and allow a waiver for above ground electrical service for property known as 9 Progress Way within the Brookside Estates subdivision. As part of the motion, Ms. Glenn requested that the Board consult with Town Counsel regarding Mr. Bethoney’s requested contribution prior to making a decision of whether or not to accept the donation.  The motion passed unanimously.  
The Board discussed the upcoming meeting of the BayState Roads Program scheduled for June 26, 2013.   Areas that will be covered in this workshop include:

  • What is a Complete Streets corridor?
  • Focus will be on two types of Cross Sections in both an Urban and Rural setting and how to address right of way impacts.  
  • Fundamentals of ROW from start to finish.
  • What is MassDOTs and the Federal Highway Administration’s (FHWAs) expectations from the municipalities?
  • Applying the Federal Uniform Act to a project.
  • Addressing property owners and their needs.
  • Areas where ROW and environmental issues overlap.
  • Requirements for securing ROW for multi-modal projects.
  • Requirements for programming your project on the Transportation Improvement Program (TIP)
This workshop will also provide an orientation to Title VI of the Civil Rights Act of 1964 and related state obligations.~ It will focus on the laws protecting members of the public and the methodologies used to ensure diverse and compliant public participation in the project development process.
After some discussion, it was determined that all members present would attend the workshop.  
The Board reviewed the following applications pending before the Zoning Board of Appeals:
  • Application of Kaplan Development Group for a Special Permit to allow for the installation of two signs at the All American Assisted Living facility at 1074 West Washington St., Map 67, Lot 6A.  Property is located in the Flexible Overlay Zone.
  • Application of Chad Whiting for a Special Permit and a Variance to demolish and rebuild an existing home and in-law apartment on the first floor and a second story addition at 569 State Street, Map 119, Lot 1A.  Property is in Residence A zone and is pre-existing, non-conforming.  
The Board had no comment on these applications.
